Washington State parks don't allow pack goats?

I was probably thinking more of point #3 in the WAC that also mentions campgrounds as I'd have a hard time distinguishing between a "sled dog" and a "dog" in someone's camp as I'm pretty sure they are not different species .  Also re: trails - if they are prohibiting the "use of sleds pulled by dogs," then that is what should be stated is prohibited not dogs themselves.
