Forum Tweaks

I got a bee in my bonnet about all the underused and redundant forum sections and decided to consolidate things a bit. Hopefully the forums are more navigable now. Nothing was removed but many threads were re-sorted into other topics, so if you have trouble finding something please let me know. 

We've also had less interest in the monthly drawing recently, so I plan to use that little spot at the top of the banner for news announcements, not-so-monthly prize drawings, photo contests announcements, etc. If anyone wants to submit something for a drawing, just let me know and I can put it up there.
