The balls are mini tennis balls that you can find in pet stores for smaller dogs to fetch. I put a slit in them with my pocket knife so they can slide down over the horns. The vetwrap holds them in place. People always get a huge kick out of the goats' festively adorned horns.

Very good post   on the Goats and the Party There. Looks like lots of fun.
Nothing like that here in the South East. 
I have a plan though. Maybe work in a little promotion for the Pack Goat Association at a Tractor Supply Store we have friends in management at.
If it works out I'll post pictures.
