Yes, goats always HATE halters when you first put them on! Expect them to shake their heads, fight, struggle, and generally try to get away from you the first few times. They may even come running to you and then stop and run the other way when they see that you have a halter in your hand. Persevere! Reward, reward, reward, and pretty soon they'll be pushing their noses into them. I like to reassure them a lot at first and I'll pause to give a treat when it's only half buckled. But once they've been haltered a few days in a row I stop putting up with the head shaking and I get firm about holding still until everything is buckled. It's good for them to accept having their heads handled and controlled, especially if they have horns.
